China Travel – Site of CPC Central Committee’s Central Plains Bureau

Tuesday, September 8th, 2009

The former site of the Communist Party of China (CPC) Central Committee’s Central Plains Bureau is situated in Zhugou Town, 32 kilometers from the western city of Queshan County, Henan Province.

In November 1938, during the Sixth Plenary Session of the Sixth Central Conference of the CPC, the Central Plains Bureau was in charge of the Party’s work in Henan, Hubei, Anhui and Jiangshu Province north of the Yangtze River. Liu Shaoqi, Zhu Rui, Zhu Lizhi, Peng Xuefeng and Zheng Wei, in the anonym of Hu Fu, stayed in Zhugou Town where the Henan Provincial Party Committee was stationed temporarily. In January 1939, Liu Shaoqi came to Zhugou Town to direct the Anti-Japanese War in the Central Plains.

The Central Plains Bureau eliminated Wang Ming’s opportunistic influence from the Party and Central Plains District Military, and correctly implemented the Party’s policy of an Anti-Japanese United Front. The bureau also set up many kinds of training courses in Zhugou Town that produced many revolutionary leaders. It founded the Central Plains Bureau Press and published the Small News Morning Newspaper and other publications. In November 1939, the bureau moved to the east from Zhugou Town in response to their needs.

The site, which faces south, is a quadrangle consisting of 12 rooms. The offices of the Central Plains Bureau and the old residences of Liu Shaoqi, and others remain can be found. A memorial hall for the revolution was also set up at the site.
