The Site of the Headquarter of the New Fourth Army scatters in the 13 villages within an area of 15 kilometers from east to west, near Yunling Mountain, which is 25 kilometers to the west of Jingxian County in Anhui Province. The Headquarters of New Fourth Army covers a large area with many houses. Now the Memorial of the Headquarters of the New Fourth Army is built in Zhongmoyuan of Luoli Village.

 

Yunling Mountain, 500 meters above sea level, is at the end of Huangshan Mountains. It neighbors Qingyang County, Nanling County and Jingxian County. The Site of the Headquarters of the New Fourth Army is in Luoli Village at the foot of Yunling Mountain and at the side of Yezi River. It was originally two manors called Zhongmoyuan and Dafudi, consisting of 71 bungalows, a building and a garden. The organizations such as the Secretariat, the Brainman Department, the Campaign Section, the Confidential Section, etc, were housed there. There are also the former residences and offices of Ye Ting, Xiang Ying and Zhou Zikun. The Political Department was in a set of residential houses with two yards at Tangcun Village. The two wing-rooms used to be the offices and residences of the secretary-general Huang Cheng and his staff, the ones in the back yard were the residential offices of Yuan Guoping and Deng Zihui. The subordinate organizations of the Political Department were all located in Tangshan Village. The Headquarters had the auditorium at the original Chenshi Ancestral Temple, where the important meetings and cultural and entertainment activities were held. In Yunling Village there is also the site of the Machine Bureau of the Headquarters. The Battleground Service Mission, and the General Army of the Services were located at Zhangjiadu Ferry. The printing office of Kangdibao (Resistance Paper) was located at Lijiacun Village.

 

After the Lugou Qiao Incident in July 1937, the Chinese Communist Party and Kuomintang came to an agreement, and the two parties cooperated for the second time. According to the agreement, the main force of the Red Army with 30,000 soldiers in the northwest led by the Communist Party was reorganized into the Eighth Route Army of the National Revolution Army, which is called the Eighth Route Army for short. In October, in the eight provinces of Hunan, Jiangxi, Fujian, Guangdong, Zhejiang, Hubei, Anhui and Henan, the guerrilla of the Red Army of 10,000 soldiers was reorganized to be the Newly Organized No. 4 Army, called the New Fourth Army for short. In January 1938, the Headquarters of the New Fourth Army was founded in Nanchang City in Jiangxi province. Ye Ting assumed the position of Army Commander with Xiang Ying as the Vice Commander. From July 1, 1938 to January 4, 1941, the Headquarters of the New Fourth Army was stationed near Yunling Mountain.

 

During the stationing of the headquarters here, it commanded more than 1,340 battles, and annihilated more than 1.32 million enemies.
